2 migrants charged with abducting, strangling Texas girl, 12, and dumping her body in bayou
SUMMARY
Two Venezuelan migrants, Johan Jose Rangel Martinez, 21, and Franklin Jose Pena Ramos, 26, have been arrested and charged with capital murder in Houston, Texas, for allegedly abducting and strangling 12-year-old Jocelyn Nungaray. Her body was found in a creek after a Houston resident initially mistook it for a mannequin. The suspects were later identified from surveillance footage showing them following Jocelyn into a local convenience store before the incident. Homeland Security and Immigration and Customs Enforcement (ICE) have opened an investigation into their immigration statuses. Jocelyn's grieving mother expressed her utter devastation at the murder of her daughter, describing her daughter as taken advantage of and robbed of her future. Houston Mayor John Whitmire said Thursday; “If there is any circumstance where you deny bail, this is it."
